ISA-Israel Police Uncover Israeli Arab Islamic Jihad Cell

A three-member cell of Israeli Arabs from Kafr Manda, who intended to perpetrate terrorist acts in northern Israel on behalf of Islamic Jihad, was recently uncovered after an expedited ISA-Israel Police investigation that was carried out in the past few weeks; Mahmoud Abdel Khalim, Ibrahim Abdel Khamid, and Muhammad Abdel Khamid were arrested on March 17, 00.

The three men have confessed to establishing their cell in early March 00, with Khalim taking the initiative. Israel Uncover Jaljulya Terrorist Cell And Explosives Laboratory


A joint Israel Security Agency, Israel Police and Border Police operation has - for the first time - uncovered an Islamic Jihad explosives laboratory in Israel and has arrested an Israeli Arab cell led by Muhammad Masri, an Israeli citizen from Jaljulya and the son of a Palestinian woman from Tulkarm who had received an Israeli identity card in the context of family unification efforts. Two other residents of Jaljuliya - Iman Abu Kishak and Fadel Abed - have also been arrested.


The cell has previously perpetrated firebomb attacks in the Jaljulya area (in the summer of 00 where no injuries were incurred) and recently became affiliated with the Islamic Jihad, whose militants directed the cell to prepare the explosives laboratory and use it to prepare a car-bomb attack inside Israel.


Towards the end of 00, while on a visit to family members in Tulkarm, Muhammad Masri met with known Islamic Jihad terrorist Nimr Khalil. Khalil asked Masri to help him in infiltrating a car-bomb from the West Bank into Israel. Masri was to drive the vehicle, leave it in an appropriate place and detonate it by means of a cellular telephone. Masri agreed to examine the feasibility of such an operation.


Approximately one week later, Masri met Khalil again and told him that the infiltration of a vehicle into Israel was not feasible due to the fact that most possible routes had been blocked by dirt embankments. Khalil then suggested that he show Masri how to prepare a car bomb in Jaljuliya itself. Masri agreed but later told Khalil he had not found an appropriate place in Jaljuiya in order to prepare the car-bomb.


Khalil then suggested that Masri help him in infiltrating a suicide-terrorist into Israeli territory and later introduced him to two Islamic Jihad terrorists who gave him a detailed list of bomb-making materials that he was to purchase, along with NIS ,000.

Muhammad Masri purchased a phony identity card (for NIS 00) to assist the suicide-terrorist in entering Israeli territory. Before his arrest, Masri had asked Khalil to see to it that the suicide terrorist obtain a photograph so that it could be affixed to the phony ID.


On Feb 8, 00, Masri met Khalil and his colleagues in Tulkarm and informed them that the attack was ready to be perpetrated. Masri was told that a suicide-terrorist would soon be forthcoming. Masri was asked to find a metalworker who could prepare a metal container to hold the bomb and increase its explosive effect. When Masri said that this would not be possible, he was told that such a container would be procured for him.

Masri was informed that the suicide-terrorist had asked to postpone the planned attack but that another suicide-terrorist was available. Masri was told that a car-bomb would be ready imminently, that the suicide-terrorist would be infiltrated into Israel through Baka al-Garbiye, and that the suicide-terrorist would contact Masri by telephone so that Masri could pick him up and take him to Tzrifin. Masri returned home to Jaljuliya and, in the meantime, purchased a cloth bag.


A few days later, Masri telephoned Khalil and inquired as to the preparations for the attack. Khalil answered that the suicide-terrorist would arrive with the car-bomb in another two days.


Masri contacted Fadel Abed, told him about the attack and asked him to help find an apartment in which the suicide-terrorist and the materials that Masri had purchased could be concealed. Abed said that he would make enquiries. Masri was arrested a short time before the attack was supposed to be perpetrated.


Masri told his investigators that he acted from ideological motives and that he had begun to become religiously observant approximately two years ago. He added if it were not for his frequent visits to his mothers relatives in Tulkarm, he might not have become involved with fugitive terrorists.


The State Prosecutors Office (Central District) will soon present indictments against Masri, Abu Kishak and Abed.


It should be pointed out that during the current round of Palestinian violence, several cases in which those who hold Israeli ID cards as a result of family unification efforts have become attractive targets for recruitment into terrorist organizations due to their ability to move about inside Israeli territory. On March 10 00, a hearing was held in the military court in Bet El regarding the indictment of Isalam Jibril, a Red Crescent ambulance driver, who is charged with using ambulances to transport weapons to terrorists of the Fatah Al-Aqsa Martyrs Brigades in Nablus and Ramallah.


Among the weapons that the accused transported were guns and explosive belts which were intended for use in terror attacks. In order to disguise the contents of the ambulance, Jibril also transported a doctor and his brothers wife and children, and drove to a checkpoint outside Ramallah where IDF forces stopped him.


The accused pleaded guilty to the charges brought against him and was sentenced with up to four and a half years in prison and a suspended sentence. The accused was instructed to pass the revolver on to Mahmoud Yusuf Idris Al-Surqan, head of Sheikh Ziad Hospital in Ramallah and a resident of El-Bireh. The accused was then requested by Idris to transport a letter and a large package which contained the dates and details of terror attacks carried out by members of the Al-Aqsa Martyrs Brigade. The letter contained the phrase, Send grass for the lamb. The accused testified that he immediately understood that this was a code from Idris requesting weapons or ammunition from Abu-Antar. Explosive belt hidden in an ambulance On March 6, 00, the accused spoke to Abu-Antar on the phone and agreed to use his ambulance to transport an explosive belt to Ramallah. Abu-Antar arrived at the home of the accused in Balata with Muhammud Titi, another terrorist in the Al-Aqsa Martyrs Brigade and another man who waited with a car. When the accused said he was not working that evening, Abu-Antar offered to pay him for his services. During the night, the accused hid a package containing the explosive belt under the stairs in his living room. In the early hours of the morning, the accused opened the package and discovered that it was a bomb attached to ten plastic bottles. In order to safely transfer the explosive belt, he called his work manager and asked to transport his allegedly sick sister-in-law and her son from Nablus to the hospital in Ramallah, promising that he would reimburse any expenses when he returned. The accused placed the explosive belt under the stretcher in the ambulance and a battery on the ambulance monitor. Afterwards he picked up Dr. Assan, a dentist who had asked to accompany the accused on his trip to Ramallah. The accused also picked up his sister-in-law and her children. Together they drove towards Ramallah in the ambulance. The accused succeeded in crossing the Hawarah checkpoint but was stopped at the IDF checkpoint next to the Rama Bridge, where the explosive belt was discovered and safely detonated by IDF forces.

Arafat Backs Karin A Mastermind Shoubaki Continued Control of Security Funds


Recently, Israel conducted a counter-terrorist operation, codenamed Operation Guardian Fortress, against the Gaza Headquarters of the Palestinian Preventative Security Service (PPSS). During the operation, a PPSS document was discovered, addressed to senior commanders of the Palestinian security apparatus and dealing with the appointment of Col. Mahmoud Awdallah to replace Fouad Shoubaki as the titular head of the PA General Securitys Financial Directorate.


Shoubaki, a close aide and financial advisor to Yasser Arafat, was responsible for establishing an extensive clandestine arms manufacturing industry on behalf of the PA, and for masterminding the purchase of the Karine A arms ship and its cargo of heavy weapons which were intercepted last January by Israel in transit from Iran to the Palestinian Authority.


According to the newly revealed document, Awdallah was appointed personally by Arafat on 1 July to head the Financial Directorate, the position held formally by Shoubaki until he was implicated in the Karine A affair. The document details how Shoubaki stood behind the selection of Awdallah, and further describes how, when the choice was brought into question, Arafat cast his full weight in support of the Awdallah.


The document also states that the incarcerated Shoubaki, conducts many affairs of the central Financial Directorate via his cell-phone, while maintaining a very close relationship with Awdallah.


Evidence, in the form of an official PPSS document, now exists which indicates that Yasser Arafat continues to mislead the world community, by lending his full support to the undermining of the internationally-brokered understandings which served as the basis for Shoubakis transfer from the Mukataa (Arafats cordoned-off headquarters in Ramallah) to a Jericho PA prison following Operation Defensive Shield last April, in order to stand trial for terrorism. Despite the formal appointment of a replacement, Shoubaki, who is now imprisoned awaiting trial in Jericho under US and British supervision, continues to conduct the financial affairs of the PAs General Security Financial Directorate by proxy, through his cellular phone and his replacement and crony, Mahmoud Awdallah.

- Our contacts have informed us that Col. Fouad Shoubaki [the former head of the Financial Directorate] stands behind this appointment. When the decision was about to be reversed, the President reiterated his insistence that Mahmoud Awdallah be appointed to head the Financial Directorate.
